Yes. There are still a few missing features that we absolutely need to implement before releasing 2.71rc4 and the first stable release right after (2.71). To be honest I expected 2.71 to be released a few months ago, but we’re not ready yet (and we’re still finding little bugs here and there).

If you want to test ET:L, your best bet is to compile it yourself and test it locally. I can also provide some recent Linux build for various distribution if you are unable to do so. Unfortunately, I’m not able to provide Ubuntu packages for recent versions since they seem broken (only Ubuntu LTS 12.04 is compiling).
