setl seems to be broken

In my config i got:
setl g_gametype 2
setl g_friendlyFire 1
If i try to change g_friendlyFire via console it responds:
broadcast: print "Server: g_friendlyFire changed to 0\n"
Config cvar "g_friendlyFire" value: 1 does not match the currently set value 0
If i try to change g_gametype from type 4 to 2 via console it responds:
g_gametype will be changed upon restarting. New value: '2’
After the map ends, server is switched to gametype 2. shouldn’t setl lock the settings?

Our configs are using setl and it’s a known issue values in the configs have to be surrounded by quotes.
Not surrounded negative numbers in a config might make other calls in the config not executed. This can only be solved by rewriting the parser ...
