Com_SetRecommended does always exec preset_high.cfg

... because the default value of r_highQualityVideo is 1 var 'goodVideo’ is always true in Com_SetRecommended and preset_high is executed. (... UNLESS r_highQualityVideo is set to 0 - but isn’t anywhere).

When a 'poor’ config is set on fresh installs (worth to inspect that too - is preset_normal.cfg used?)
and '/setRecommended’ cmd is called the config of the user might be messed up ....
I don’t think this is a big thing since we aren’t running 10 year old cumputers anymore - but we should keep this issue in mind.

general: removed anachronistic r_highQualityVideo cvar, refs #318

It was default already, and current old potatoes can run it.
